想公民抗命?食板前壽司!

恭喜!恭喜!今日,孫柏文首 先想恭喜因湊女忙碌,而讓咗篇幅畀我嘅《利字當頭》一欄總舵主利世民兄。恭喜佢同阿嫂喺禮拜日添丁!噚日朝頭早,我打電話畀利世民恭喜佢嘅時候,佢仲話, 雖然特區政府上個禮拜先至出口術話要打壓啲祖國大肚婆,今個禮拜陪老婆去醫院生仔,已經見唔到有祖國嚟嘅大肚婆。唔通特區政府變成聯儲局或日本央行,一出 口術就見效?我仲記得上個禮拜寫咗一篇文章,話因政府會打壓啲祖國大肚婆,不過又唔會即時實施,所以會見到大批大批嘅大肚婆喺實施限期之前蜂擁來港。不 過,如果利世民兄嘅經驗,唔係個別事件,咁就真係好在嗰篇文章嘅題唔係《一注獨贏買大肚婆湧港》。

唔發牌就唔使孭鑊

講番正題,孫柏文噚日睇到一篇關於一間食肆無牌經營嘅新聞報道。嗰間食肆名叫「板前壽司」,係一家連鎖式日本餐廳。

無 牌經營嘅分店,位於旺角登打士街柏裕商業中心家樂坊一樓。呢間「板前壽司」,聽聞人頭湧湧、生意滔滔,根據基本市場經濟學,啲嘢應該食唔死人,甚至可能好 好食。不過,唔知道點解,政府遲遲未發出牌照,等佢可以有牌經營。其實,無論係食肆或酒吧,甚至舞蹈學校,發牌制度根本已經去到擾民嘅地步。

呢啲發牌條件,往往出於保護消費者嘅出發點而制訂,不過,今時今日已經去到就連消費者都覺得討厭。我曾經多次話過,官僚唯一考慮係會唔會「孭鑊」,唔發牌就唔需要「孭鑊」。

官僚最想見到嘅香港,就係冇酒吧、食肆嘅香港。大家都知道,我哋嘅家、我哋嘅香港,飲食文化扮演一個非常重要、肯定我哋身份嘅角色。

好多因為官僚唔發牌而消失嘅食肆,往往就係因冇牌而從此從我哋嘅集體回憶中消失。大家如果曾經參與過「保護天星」或被保護人士嘅行動感動過,今次就要來一次轟轟烈烈嘅公民抗命。

原先,今日呢寫篇文章,絕對唔需要將該分店嘅地址完完整整重複一次,不過,今日孫柏文就係希望大家可以跟住地址去嗰間分店,幫襯佢哋。保護集體回憶,你同我都有責任,大家不如挺身而出去食(柏裕商業中心嘅)板前壽司!

噚日同尹思哲兄講起呢單嘢,佢都覺得為咗公民抗命(柏裕商業中心嘅)板前壽司值得支持,所以我哋已經訂咗枱,呢幾日之內就會去。如果有緣,希望見到大家!

Or, the popularity of this sushi shop operating without a license may be explained by that the general public isn't aware of its license-less status (costly information). people go to it with the assumption that the gov't's rules already protect them from most kinds of hazards. properly informed of the risks (i remember another branch of this particular chain caused group poisoning last year), people may make a different choice.

    on the other hand, while i strongly disagree that all sorts of licensing are evil, i support your statement that licensing has become an unnecessarily painful part of starting a business. many of the rules should undergo a US GAAP -> IFRS type of transformation, i.e. the rules should be a set of principles and not an exhaustive laundry list.

    fortunately (or unfortunately?), hk is still better than many other asian countries in this aspect.

    To S Tsui,

    I agree there is an inbuilt expectation of restaurants in HK having lisences if you are operating.

    However,

    1. Does a customer automatically associate a lisence with cleanliness?

    2. Does a customer automatically associate being lisenceless as being foul and unclean?

    3. Are there more potent signals of cleanliness other than a lisence? Such as a restaurant's decor?

    If so, doesn;t it make whether the customer knows whether a restaurant has or doesn;t have alisence completely irrelevant?

    I agree, something such as fire codes should be enforced. But how come it is so slow? And how come it was not incorporated in the architect's design? etc...

    Finally, the more powers the government has in limiting operational freedoms in businesses, the more likely that the adminstering official will be in a position to be bribed. Look at india and their lisence Raj.

    My fight against onerous lisencing procedure is far beyond hoping for better food... It goes to the core of helping to maintain a stable and effective governance of a people.

  4. 1. To a certain extent, yes (people automatically blame the gov't for lax enforcement when they get sick - which shows that people expect a license to carry SOME weight)

    2. To a certain extent, yes. Or a more accurate way of putting would probably be that "How come everyone else got a license and not you? There must be something wrong with you"

    3. Definitely NO. The decor of a restaurant is notoriously unrelated to the food's hygiene or owner's attitude towards it.

    If we were able to perform an experiment, I would suggest one in which two branches of the same restaurant, opened in similar locations, would compete for customers, one with a license and one without. What do you think would be the outcome?

    I think the issue at stake is that the existing licensing requirements are nonsensically onerous. Therefore, what the public should be demanding is that the rules be clarified and simplified, and I am completely in support of this. However, until then, for the lack of a better option, people should not support a restaurant that flouts the rules by which everyone else works hard to abide.

    In this case, my argument is helped immensely by this chain's spotty record. Your placing an image of yourself in front of the restaurant does not help either, haha.

    Btw, I don't mean to pick a fight. I am just bored beyond measures (look! my brain is melting and dripping on the layer of financial reports over my desk). :) Keep up the good work!

    Dysentry is bad... But did that shop have a lisence? yes... hehe

    As for whether Decor is a sound indicator of restaurant cleanliness? Well, whether a decor looks good (or reliable) or not is highly subjective anyways... So I guess it is true. And afterall, there is every possibility of 金玉其外敗絮其中...
